Yes, it is. A 1995 survey of the Clay/Arsenal neighborhood, done by the Connecticut Department of Environmental Protection and members of the aforementioned neighborhood showed toxic levels of lead in soil samples. The lead contaminants came from lead based paint on houses, leaded gasoline fumes and smoke stack emissions.
