Kellogg’s Approach to Evaluation
Expectations:
Project evaluations that improve the way projects deliver services, improve project management, and help project directors see problems more clearly and discover new avenues for growth. Ultimately, project-level evaluation can be defined as the consistent, ongoing collection and analysis of information for use in decision making. (p. 14)
Effective evaluation is not an "event" that occurs at the end of a project, but is an ongoing process which helps decision makers better understand the project; how it is impacting participants, partner agencies, and the community; and how it is being influenced/impacted by both internal and external factors. (p.3)
We also believe that evaluation should not be conducted simply to prove that a project worked, but also to improve the way it works, (p. 3)
In our view, a good project evaluation should:
